With the law n° 647 of December 23, 1996, the General Command of the Corps of the Capitanerie di Porto-Guardia Costiera has assumed the authority in the matter of Safety of Navigation.

The Safety of Navigation Service Direction later reconstituted in the VI Division – Safety of Navigation – is composed of four Offices:

• I Office – International Relations;
• II Office – Executive Functions;
• III Office – Coordination of administrative acts and extern relations;
• IV Office – Formation and Research;


I OFFICE – International Relations:

It follows the work of the International Organisms in matter of human lives’ safeguard in sea. It collaborates with the other components of the States Administration regarding the matters, having technical reflects on the National Shipping fleet, handled by the International Organisms.

It follows the work of the European Union and the MOU of Paris in matter of inspections on the landing of foreign shipping for the fleet of sub-standard ships by the State. It participates at the formation of European decrees having influence of technical nature on the National Shipping fleet having as subject the Safety of Navigation.

It maintains the contacts in matter of Safety of Navigation with the Cabinet and the Directional Units of the Ministry for Infrastructures and Transport and with the other Central Administrations.


II OFFICE – Executive Functions

It exercises the central technical-administrative tasks in the matter of Safety of Navigation for fishery, pleasure navigation and the application of Special International Codes (I.S.M., H.S.C., L.S.A. etc.)

It exercises the central technical-administrative tasks in matter of Safety of Navigation for Merchant shipping.

It manages the matters related to the Maritime transport of Dangerous and special goods, under the technical-administrative profile.

III OFFICE – Coordination of administrative acts and external relations

It takes care of the relations with the national peripheral Organisms, public or private, which are concerned with Safety of Navigation;

It cures the guardianship, the adjournment, the emission or the revision of the circulars in a continuative way;

It elaborates the law and decree proposals for the part concerning the competences of the division. It gathers the pertinent preliminary documentary.


IV OFFICE – Formation and Research

It manages and promotes in cooperation with the 1st Division, the formation courses of the Officers and Petty-Officers in matters of Safety and control, with a particular regard on the functions of PSC (Port State Control);

It manages the economic and the financial sector of the formation courses and of the Divisions’ Genoa seat promoting its financing;
It coordinates the Harbormasters offices in the on-board Safety controls, with particular regard on the functions of PSC.

PSC ORGANIZATION

The National P.S.C. (Port State Control) organization, at dependence of the Corps of the Capitanerie di Portos’ General Command is the following:

• 14 P.S.C. Coordination Services, at every Harbormasters office seat of a Direzione Marittima (Maritime
Directions) with tasks of coordination in the Maritime Zone of jurisdiction;
• PSC Groups by every Harbormasters office and Maritime Districts’ office.

The 14 P.S.C. activity Coordination Groups are linked between each other with a dedicated ISDN line and with which the insert and draw information from the SIRENAC Databank of the CAAM at St. Malo, the information is so available to all member States of the MOU or of the European Community.

The 6th Division – Safety of Navigation carries out, for the P.S.C. aims, also the following tasks:

1. Control and coordination of the national P.S.C. activity, through the emanation of dispositions, for the Coordination Services of PSC activity and for the P.S.C. Groups;
2. The treatment of courses for PSC Officers;
3. The treatment of GMDSS (Global Maritime Distress Safety System) courses for the personnel of the Corps of the Capitanerie di Porto;
4. The treatment of courses in matter of ISM (International Management System) codes for the personnel of the Corps of the Capitanerie di Porto;
5. The treatment of courses in matter of Safety of Navigation for Petty-Officers of the Corps of the Capitanerie;
6. The issue of ID cards for the PSC Officers.
